The Road Commission for Oakland County (RCOC) is the county-level road agency in Oakland County, Michigan. Our purpose is to be Oakland County's local road professionals that maintain and innovate local roads and infrastructure. About the Opportunities

The RCOC is looking for full-time Civil Engineer I; Civil Engineer II; Supervisor, Project Design Engineer, and Manager, Signal Systems Engineer to join our team. These roles are based in Beverly Hills, Michigan, apart from the Manager, Signal Systems Engineer which is based in Waterford, Michigan. These positions are required to be on-site, for both collaboration and cooperation among the teams.

Your primary responsibilities will include, but are not limited to:

Civil Engineer I and Civil Engineer II

  • Under the supervision of the supervising engineer, supports engineering investigations and coordination to deliver a various phase of road and bridge projects. Projects include preventative maintenance, resurfacing, rehabilitation, reconstruction, and bridge/culvert replacements.
  • Supports the research and evaluation of engineering reports including, but not limited to, geotechnical investigation reports, utility record drawings, and as-builts.
  • Supports the supervising engineer in the development of engineering documentation, including, but not limited to, plans, specifications, and cost estimates.
  • Supports the supervising engineer to evaluate deliverables and reports associated with work performed by consultants and contractors.
  • Attends public meetings as needed.
  • Performs related work as required.

Supervisor, Project Design Engineer

  • Performs supervisory functions, including making hiring and assisting with termination decisions, prioritizing and directing work, developing and overseeing employee work schedules and approves time away from work, provides and/or facilitates employee training and development, addressing employee concerns and problems, completing employee performance appraisals, making recommendations regarding salary changes, and acting as a liaison between employees and management.
  • Responsible for the completion and timely delivery of project documents.
  • Performs engineering investigations, coordinating and exercising engineering judgment to deliver a phase of various road and bridge projects. Projects include, preventative maintenance, resurfacing, rehabilitation, reconstruction and bridge/culvert replacements.
  • Evaluates various reports and information including geotechnical investigation reports, utility record drawings, as-builts, property/right-of-way information, materials testing reports, and inspection reports.
  • Responsible for ensuring engineering plans, specifications, and cost estimates are accurate and complete.
  • Coordinates with utility companies to identify utility conflicts and relocations.
  • Responsible for coordinating with permitting agencies and obtaining necessary permits.
  • Oversees consultants and general contractors, including proactively managing their adherence to scope, schedule, and budget.
  • Serves as the primary point of contact for their assigned projects to internal and external stakeholders, communities, and the general public.
  • Performs related work as required.

Manager, Signal Systems Engineer

  • Performs supervisory functions, including making hiring and assisting with termination decisions, prioritizing and directing work, developing and overseeing employee work schedules and approves time away from work, provides and/or facilitates employee training and development, addressing employee concerns and problems, completing employee performance appraisals, making recommendations regarding salary changes, and acting as a liaison between employees and management.
  • Oversees design, construction, and operation of traffic signals installed by contractors and electrical crews, including Intelligent Transportation Systems (ITS) and Connected Vehicles (CV) Initiatives.
  • Liaises with vendors, including delivering vendor presentations and demonstrations, networking with vendors to learn about new products related to traffic signals, ITS, and CV, and researching and assessing how products are utilized.
  • Presents internally and externally on behalf of RCOC at the Traffic Operations Center (TOC) and other public forums including universities and seminars, representing RCOC on state and national committees.
  • Applies for and prepares applications for federal funding for traffic safety projects.
  • Performs related work as required.

About You

Candidates for all roles would require the following skills and experience:

  • Bachelor's degree in Civil Engineering
  • Knowledge of Microsoft Office, FieldManager, and AutoCAD Civil 3D
  • Demonstrated ability to communicate effectively and collaborate with multiple stakeholders 

To qualify for the Civil Engineer I opportunity, this is an entry-level engineering role. Recent college graduates will be eligible for the Civil Engineer Development Program. This program allows the Civil Engineer I to rotate among divisions to gain experience and define their area of professional preference, among engineering design, construction, maintenance, traffic safety and permits. Knowledge of construction inspection, including standard specifications and special provisions is required. Having passed the Fundamentals of Engineering/Engineer-in-Training Exam is considered an asset.

As a Civil Engineer I, there are two opportunities to join RCOC:

  • For those who are recent college graduates with less than 1 year experience, we offer our Civil Engineer Development Program. The development program allows the Civil Engineer I to rotate among divisions to gain experience and define their area of professional preference among engineering of road/bridge design, road construction, road/infrastructure maintenance and traffic safety.
  • For those who have 1 to 3 years of Civil Engineering experience in the design or construction of roads/bridges and additional infrastructure and demonstrated skills with AutoCAD Civil 3D, the Civil Engineer I in the design division will allow you to further build and grow your design experience, while fully incorporating the engineering standards as required by the RCOC, local and state guidelines.

A Civil Engineer II must have 3 to 5 years of civil engineering experience, in road and infrastructure design. Demonstrated knowledge or ability to acquire local, state and federal transportation infrastructure standards. Having passed the Fundamentals of Engineering/Engineer-in-Training Exam is considered an asset, as well as 3 years’ experience in AutoCAD Civil 3D.

A Supervisor, Project Design Engineer must have 5 to 7 years of road/bridge engineering experience, project management experience and experience supervising a team of engineers. Having a Professional Engineer License would be an asset, but is not required. You must also have:

  • Experience presenting to and interacting with community officials, representatives, and members of the public.
  • Knowledge of AutoCAD Civil 3D
  • Knowledge of state and federal road/bridge design standards
  • Ability to clearly communicate both verbally and written communication.

A Manager, Signal Systems Engineer must have

  • A Bachelor’s of Science degree in Civil Engineering, with 7-9 years of combined experience in traffic signal/civil engineering management and supervision experience as well.
  • Must have a Professional Engineers License (PE).
  • Must have knowledge, or ability to acquire, standard and specifications related to traffic signal systems as established by RCOC, MDOT and Michigan Manual on Uniform Traffic Control Devices (MMUTCD).
